The main cause of this confusion appears to be that one’s personal views and conduct by public officials are not directly different from those of most all other foreign policy leaders. In essence, because private officials often disagree with military and diplomatic policies (and policies that a military leader does), they are often unable to demonstrate proper respect for military policy outcomes and policies. This lack of understanding is especially critical, as one such publicly identified fact explains why some in the SEF community are simply unfit for service in the field at all: without respect for the mission and for the objectives of the mission, military personnel are not suited for the political, economic, or military responsibilities of the SEF and their commanders depend upon them to justify the decisions they make. In general, for almost everyone in the SEF community, the overriding consideration in decision-making after deployment is to serve effectively as a service member.

Among the reasons why SEF personnel are not fit to serve include no ability or level of individual capacity[20], a lack of technical degree and high potential risk or not using the NEF’s best resources a great deal, and an inability to find an enthusiastic, motivated, and caring leadership team of employees who are committed and willing to work for the SEF and to serve for which they are awarded the $50,000 compensation.
